This is a proposed amendment to the Constitution.
Whereas, the general population is represented in the Federal government by directly elected delegates to the House of Representatives, and
Whereas, representation of the States in Congress was intended by the Founders to be effected via two Senators elected by the respective legislatures thereof,
Therefore, the 17th Amendment to this Constitution is hereby repealed and the manner of election of Senators is restored to the original text of the Constitution.
Further, it is hereby provided that the legislatures and the people of the several States shall include within the Constitutions thereof provisions and procedures for effecting the recall of Federal or State Legislators or for filling any vacancy thereto not otherwise addressed by this Constitution.
