This is a proposed amendment to the Constitution.
1. The privileges and immunities granted by this Constitution are limited to citizens of the United States, its territories, and lawful residents or guests thereof, but Congress may grant or revoke limited privileges to unlawful immigrants.
2. Nothing in this article shall be construed as granting to non-citizens any right or privilege restricted elsewhere within the Constitution to citizens.
3. The Congress shall have power to enforce this article by appropriate legislation.
4. This article shall be inoperative unless it shall have been ratified as an amendment by the several States, as provided in the Constitution.
Revised 7/4/2011: Replaced the phrase “rights and privileges” with “privileges and immunities” to correspond with language found elsewhere in the Constitution.
