This is a proposed amendment to the Constitution.
1. Whereas, the Speaker of the House of Representatives and the Senate Majority Leader, being presumptive senior officials in line of succession to the Presidency, and
2. Whereas, the Speaker of the House of Representatives and the Senate Majority Leader have been granted by their respective Chambers wide discretionary powers in the determination of which legislation is brought before Congress and the means by which the legislation may be considered, and
3. Whereas, the positions of Speaker of the House and Senate Majority Leader devolve upon members of the majority party in their respective Chambers,
4. Therefore, the positions of Speaker of the House and Senate Majority Leader shall be chosen from among fields of three candidates suggested by their respective Chambers from among their members, by a majority of the legislatures of the several States, and
5. Upon application by three-fourths of the States, as determined by their legislatures, the Speaker of the House or the Senate Majority Leader shall be removed from their respective positions.
6. This article shall be inoperative unless it shall have been ratified as an amendment to the Constitution by the several States, as provided herein.
