This is a proposed amendment to the Constitution.
1. All persons born in the United States or its territories, having at least one citizen parent at the time of birth, shall be citizens.
2. A natural-born citizen is a person who:
a. Was born within the United States, or within the boundaries of one of its military or diplomatic installations, both of whose parents were citizens of the United States at the time of his birth and neither of whom owed allegiance to or were subject to any other nation or power;
b. Has never held foreign citizenship with nor been considered a citizen of another nation or power, either voluntary or involuntary;
c. Has never claimed citizenship of any other nation or power nor held or traveled under the passport of another nation
d. Has never served in the armed forces of, nor been a member of the ruling body or class of, any other nation or power and
e. Has never sworn allegiance to nor been subject to any doctrine which does not recognize the Constitution as the Supreme Law in the United States, or which requires the covert or overt overthrow of the Constitution or government of the United States.
3. It shall be an act of treason against the United States for any person to attempt to seek or retain, or to assist any other person in seeking or retaining, or to conceal any facts or documents of eligibility therefor, or to obstruct any office or authority, by acts of omission or commission in exercising its duties in matters of eligibility therefor, the office of President, who does not at the time of the ratification of this Amendment and thereafter meet the qualifications of a natural-born citizen as defined herein, nor shall the Senate be derelict by act of omission or commission in the verification of the eligibility of a President or Vice-President elect, nor may Congress pass any Bill or Resolution to set aside or remove any such disability of eligible status.
4. No person who has sworn allegiance to or been subject to any doctrine which does not recognize the Constitution as the Supreme Law in the United States, or which requires the covert or overt overthrow of the Constitution or government of the United States, shall be eligible to hold any office of trust under or within them.
5. Any citizen shall have standing to challenge the eligibility of any person elected to or seeking election to the office of President of the United States.
6. All questions of eligibility for Congress, Vice-President, or President under the Constitution which are brought before the judicial branch shall be immediately heard on their merits, and may be considered ex parte.
7. No election for President shall be considered final while a question of eligibility remains unheard by any court.
8. This article shall be inoperative unless it shall have been ratified as an amendment to the Constitution by the several States as provided by the Constitution.
9. Congress shall pass appropriate legislation ensuring that no person may stand for election for any office for which citizenship is a requirement, nor be permitted to assume or retain office, who shall not have provided bona-fide documentation from all relevant sources establishing eligibility under the Constitution.
