This is a proposed amendment to the Constitution.
1. Human beings, whether in utero or in vitro, having both a beating heart and brain activity, and all other human beings in vivo, are considered persons, and shall be entitled to equal protection of the law.
2. Business entities and other organizations are not persons, nor enjoy individual or collective rights under this Constitution, except as granted to them by Congress.
3. This article shall be inoperative unless it shall have been ratified as an amendment to the Constitution by the several States, as provided herein.
